Our future in Brookvale

Scentre Group has a proposal to create a more connected, walkable and vibrant town centre at Westfield Warringah Mall that contributes to Brookvale’s future as the Northern Beaches’ strategic centre.

The proposal is to transform 3.9 hectares of underutilised land surrounding our centre, into a community hub featuring new housing, public and community space as well as transport infrastructure.

As an existing and much-loved destination for our community, Westfield Warringah Mall will sit alongside and be part of the new town centre.

The proposal to be delivered in stages across approximately 20 years, includes:

Up to 7 buildings ranging in height from 12 to 39 storeys.
More than 7,000m² of ‘high street’ retail, dining, health, wellbeing and small businesses.
6,500m² of public open space delivered across three new parks.
A new Town Square.
2,300m² multi-purpose community facility.
A new main street connecting Dale Street and Condamine Street.
Up to 1,600 new public and private car parking spaces across basement levels and above-ground podiums.
A network of new pedestrian and bicycle connections, together with bus stop upgrades.
1,300 new homes by 2046, including 5% affordable housing for essential workers with capacity for an additional 300 homes beyond 2046.
Financial support for Northern Beaches Council-led road and bikeway network upgrades.

What is being proposed?

Scentre Group has a proposal to create a more connected, walkable and vibrant town centre. It is planned to be delivered in multiple stages over 20 years.

Northern Beaches Council identified Brookvale as the Northern Beaches’ strategic centre; a place for future housing, employment and community space that is already supported by jobs, transport and services.

Scentre Group’s proposal to create a new town centre at Westfield Warringah Mall supports that vision.

It’s a blueprint for transforming land that is mostly used for car parking and retail into a community hub that includes new homes, a town square, three new parks, a multi-purpose community facility, businesses and public infrastructure alongside the existing Westfield Warringah Mall.

Live Community Consultation Sessions

The Community Consultation Sessions will be held in the Community Room above Warringah Library at Warringah Mall. The yellow car park that is accessed off Old Pittwater Road is the most convenient.

Each event will be 2 hours in duration, and light refreshments will be provided. Spaces are limited to 100 participants per session, so please register to avoid disappointment. Places will be allocated on a first-come basis.

Westfield Warringah Mall Pop-Up Exhibition

If you can't make it to an event but want to learn about the project, then drop into the pop-up exhibition located adjacent to Kmart from Saturday 8 - Friday 14 August 2026. Between 10 am and 1pm each day you can speak with Urban Concepts about the project.

All feedback will be considered as the project continues through planning and assessment.

What happens next?

Scentre Group is currently preparing a State Significant Development Application which is listed on the NSW Government Planning Portal as SSD 83464714. You can find more information and an overview of the planning timetable on the NSW Department of Housing, Planning and Infrastructure website.

When would changes start happening?

Commencement of the proposed vision is subject to approvals as part of the Housing Delivery Authority process and Scentre Group.
